Philippines: Upcoming Legislation for the ‘Blue Economy’ .. Potential investments in the exclusive economic zone (EEZ)

The proposed law offers a promising opportunity for the Philippines to better organize and manage its investments within its sovereign rights over one of the largest Exclusive Economic Zones in the region. The law aims to establish a unified authority responsible for coordinating decisions currently dispersed across multiple agencies, identifying future investment locations, designating marine areas that must remain protected, and providing a long-term strategic roadmap for managing an economy that already contributes more than 1 trillion PHP (equivalent to approximately 16 billion USD) annually and supports 2.46 million jobs for the Filipino citizens. According to the latest satellite account report of the ocean economy released by the Philippine Statistics Authority, the country’s ocean economy generated a gross value added of 1.08 trillion PHP (equivalent to approximately 17.57 billion USD) in 2025, representing 3.8 percent of the nation’s gross domestic product, with an annual growth rate of 5.3 percent.
